All Fire Extinguishers and Fire Blankets that are installed into businesses in New Zealand are required to have an Annual Service carried out in accordance with NZ Standard 4503:2005 to make sure they are Compliant. This involves testing the extinguisher, labeling, punching the tag and issuing a detailed fire register report.

What is required to get my fire extinguisher Certified? 


How does it all work?


NZ Standard 4503:2005 is the Hand Operated Fire Fighting Equipment (HOFFE) Standard and covers portable fire extinguishers, fire hose reels and fire blankets.

We will be focusing on the portable fire extinguishers component of the standard.

The objective of the Standard is to ensure that HOFFE equipment is installed , inspected and maintained to an adequate level. As it is often the first line of defence from a fire, small fires can be extinguished by the use of HOFFE , preventing the fire from spreading and growing larger.

The intent of the Standard is to ensure that HOFFE is suitably selected, placed and reliably maintained.

It therefore provides a systematic and uniform basis for inspection, testing and maintenance of HOFFE to be carried out.

In simple terms, for the Fire Extinguisher to be certified as compliant to the Standard the correct type, size and number of extinguishers must be selected for the type and size of fire hazard that is most likely to be encountered. 

Once the hazard risk level has been determined onsite we then need to work out the minimum rating and classification of extinguishers to meet that fire hazard risk level. We also need to work out the amount of extinguishers required to cover the area of the building using tables in the standard. There are also distance of travel requirements that need to be considered for the standard.

The Fire Extinguisher must be installed in the correct position in the building and at the correct height and on a compliant bracket. 

The signage must be installed at the correct height with the correct information displayed.

Both new to service and existing Fire Extinguishers installed into a business require an annual service in accordance with NZ Standard 4503:2005 to be compliant.

Inspection and testing of the Fire Extinguisher looks at the following:


  • Check selection of Extinguisher matches class, size and hazard classification rating
  • Check that the Extinguisher is conspicuous, readily accessible and in its assigned location with no obstructions
  • Check that the location Blazon sign is visible with correct information and class
  • Check that the appropriate support bracket is securely attached to the wall or other suitable feature
  • Check that the Fire Extinguisher is clean and the operating instructions are legible
  • Check that the Fire Extinguisher, including any attachments, is not obviously damaged
  • Check that the Fire Extinguisher is not pitted or damaged by corrosion
  • Check that the appropriate discharge nozzle is fitted and is not blocked or damaged
  • Check that the outlet hose is securely fitted, the nozzle assembly is securely attached, the assembly is free from obstruction and the hose shows no cracking or other signs of damage or deterioration.
  • Check that the pressure indicator is legible and the indicator is registering within the operable range and does not appear to be damaged
  • Check label with identification number and retest date is in correct place on extinguisher
  • Complete and supply to customer Detailed Fire Asset Report including Asset ID number, address of property, date of test, frequency of test, Locations, any defects and how to rectify, service tech, Weight and date of manufacture
  • Weigh Extinguisher to confirm mass is within the range required 
  • Check that the anti-tamper seal is intact with correctly fitting pin
  • Check that brackets are securely fixed if in vehicles
  • Check that if the Extinguisher is fitted to a cargo vehicle it has a hose attached
  • Invert ABE type Extinguishers and confirm powder flow
  • Check date of Extinguisher pressure test is not greater than 5 years 
  • Check that the maintenance tag is the correct type, has been correctly filled in and firmly attached to the Extinguisher
  • Once maintenance checks complete click the maintenance tag with the month and year serviced 

 

Do brand new Fire Extinguishers still need to be checked?

If it is getting installed into a business then yes they do. The Extinguisher needs to be checked to make sure it is compliant, but the location that it is installed into needs to be chosen to make sure it is the correct position in the building, correct signage, correct type of Extinguisher for the hazard and fire class, correct size and installed correctly. It is called Commissioning the extinguisher.
